Microsoft recognizes that a large number of users would require an official ISO file of the new OS when they need to install or reinstall it manually on a formatted device. Some users prefer to download the ISO as it lets them do all kinds of things like running Windows 10 on a virtual machine or creating multiple copies of a Windows 10 installation disc.

The ISO file lets you create a bootable USB flash drive or DVD to serve as an installation source. Downloading the ISO media file doesn’t require a product key upfront. Anyone with a reliable Internet connection and sufficient storage space on the device being used to download the media file can do it.
